Morning drills, which are conducted every day at each building, incorporate simulation exercises developed on the assumption of various disasters and accidents, in addition to earthquakes.
Moreover, staff members on duty at the Integrated Disaster Management Headquarters carry out training on the operation of information infrastructure equipment at the Crisis Management Center. All these steps are designed to heighten staff members' awareness as crisis management professionals in charge of protecting the safety of office workers.

Crisis Management CenterFunctioning as the command center during disaster

Mitsui Fudosan has established the Crisis Management Center, fully equipped with advanced information equipment, to secure the safety of office workers and support the continuity of our tenants' business operations. This is where the Integrated Disaster Management Headquarters will be set up when a disaster occurs in any one of the Mitsui Office locations.
The Center is furnished with exclusive emergency generators and sufficient fuel reserves to sustain its functions for 72 hours even in the event of power failure. By functioning as a base for communication and information network among office buildings, the Center helps the assessment of the overall situation and decision-making, while supporting swift and sound restoration efforts. These features enable organic, mutual support founded on multi-core functions (assigning core functions to large-scale properties located in a wide area primarily in the Tokyo Metropolitan area) that characterize Mitsui Office.

    The teleconferencing system built to connect majior locations enables broadcasts as well as meetings that can simulataneously link up to 12 locations.
  • Multiple means of telephone communication
    Satellite mobile phones,declicated lines and IP telephones are used to secure multiple channels of telephone communication with major locations.
  • ITV monitoring
    ITV monitor cameras installed at major locations enable real-time monitoring of conditions as the site.

Building Damage Assessment SystemSwiftly assessing of structural damage to high-rise buildings

When an earthquake strikes, crisis managers need to grasp the extent of damage to buildings to make crucial decisions on, for instance, whether the situation permits office workers to stay inside the building, or tenants will be able to continue to perform their business operations. In reality, however, assessment by manpower can be very difficult in case of high-rise buildings.
To resolve this problem, Mitsui Office promotes the introduction of the Building Damage Assessment System in high-rises that require dynamic analysis in the event of an earthquake under Japan's Building Standard Law. This system measures the speed and width of tremors to estimate the building's deformation angle and assess the damage to the building structure. Using this system, the condition of damage can be evaluated in about 10 minutes, rather than a few days that would otherwise be required. This system is being installed one by one in non-high-rise buildings as well that can structurally accommodate it.

We have compiled our exclusive Building Damage Assessment Manual based on a common format for all buildings for use in low-rises, buildings with a complicated structure, and other buildings that cannot easily accommodate the Building Damage Assessment System. The Disaster Management Headquarters at different centers examine by visual observation the extent of damage from cracks on the columns and walls and other conditions. Areas judged to require more detailed examination undergo further review and assessment by experts.

Excellent seismic performance

The 1981 revision of the Building Standard Law significantly enhanced the design standard against earthquakes. All Mitsui Office buildings including those completed prior to 1981 offer seismic performance equal to or higher than the new standard. Meanwhile, thanks to the seismic reinforcements executed, some buildings now offer standards above those set under the law on the promotion of renovation for earthquake-resistant structures.

  • Emergency generators help maintain building functions
    Emergency generators are installed at a majority of Mitsui Office buildings with the aim of maintaining lighting, elevators, and other building functions for a set period of time even in the event of a power failure. To support our tenants' efforts to continue their business operations, we are expanding additional service options that include supplying power to electric equipment inside the tenants' offices and setting aside the space for generators for their exclusive use.
  • Securing water supply essential for maintaining hygienic cinditions
    Securing water supply essential for maintaining hygienic conditions To provide against water cutoff caused by earthquakes and other contingencies, we have taken steps to enable the occupants to keep using the water inside water tanks installed at each building. Some buildings are also equipped with wells for emergency use. In addition, wastewater used for toilet cleaning is filtered and reused for effective utilization of precious water.
  • Stocking and addition of disaster relief supplies that support people who stay in the building
    Each building has a supply warehouse stocked with drinking water, emergency food, flashlights,blankets, medical supplies and other disaster relief items so that those who are compelled to stay in the building in the event of a disaster are able to feed themselves and take shelter for a set period of time.
  • Seismic measures and early restoration of elevators
    As the basic infrastructure equipment in high-rise buildings,are fitted with features to improve earthquake resistance including the means to prevent the rope from getting caught. As part of our measures to enhance seismic performance and early restoration,we have introduced long-period sensors that detect tremors at an early stage, while our management staff members conduct drills to rescue passengers conduct drills to rescue passengers trapped in an elevator.

Regarding "security," we at Mitsui Fudosan have planned and launched various steps geared towards exploring ways to offer high-level "safety" and a "sense of security" along with "sustainability (continuity)." This guidebook outlines our measures in the disaster prevention field, among all others.

    With top priority on ensuring the safety of office workers, we are committed to further improving seismic performance in all areas including structure, architecture and equipment to enhance our preventive maintenance capacity and thwart accidents resulting in injury or death.

    We are installing and expanding the stock of emergency generators, fuels, water storage, disaster relief supplies, and other emergency items with the aim of maintaining building functions even when the lifelines are disrupted for three days (72 hours).
  • Working towards early restoration of building functions
    We seek to quickly restore building functions to levels beyond the basic needs so that our tenants will be able to continue their business operations. Our goal is to build sturdy buildings immune to office function disruptions even in the event of a disaster.
  • Proactive steps to accept people unable to get home
    Major buildings play a proactive role as a temporary shelter to house visitors and people in the area who are unable to get home. Also, as part of our measures to swiftly provide accurate disaster information, we are working to turn each temporary shelter into a center for information transmission.
